Within the SIPOCA 54 project – „Strengthening the capacity of the Public Ministry of implementing evidence gathering procedures in informatics searches” – the supply contracts were signed for Lot no. 1 (duplicating devices) and Lot no. 3 (storage). The duration of the contracts is 120 days from the date of their signature.
The object of the contract for Lot no. 1 consists of „Provision of IT equipment” – Duplication devices, which are necessary for carrying out in good conditions the activity of searching the computer systems and the findings operated on the computer devices investigated in the investigations carried out by the prosecutors.
The products from Lot no. 1 are duplicating devices, 60 pieces, structured in the following two types:
- Duplication devices (cloning) – removable disks (29 pieces);
- Devices with advanced functions of duplication (cloning) – removable disks (31 pieces).
The participation announcement was published on the website www.e-licitatie.ro with no. CN1008735 / 05.02.2019 and on the TED website http://ted.europa.eu with no. 2019 / S / 026-057429. The procurement procedure was conducted online through the Electronic Procurement System (open tender procedure). Two bidders submitted a tender for Lot no. 1: Felix Telecom SRL și Q East Software. The last bidder got a lower score. The value of the financial proposal of the bidder Felix Telecom was 880,584.92 lei excluding VAT, respectively 1,047,896.05 lei with VAT included.
The object of the contract for Lot no. 3 is „Supply of IT equipment” – Storage, which are necessary for the good performance of the activity of searching the information systems and the findings operated on the computer devices investigated in the investigations carried out by the prosecutors. The products from Lot no. 3 – Storage are 2 pieces.

At the procurement procedure (open tender procedure, conducted online through the Electronic Procurement System), for Lot no. 3 only one tenderer submitted a tender. The value of the financial proposal of the bidder S&T ROMANIA S.R.L. was 979,870 lei without VAT, respectively 1,166,045.30 lei with VAT included. The award announcement was published on the ANAP website with no. CAN1019232 / 29.08.2019 and in TED 2019 / S 169-412809 from 03.09.2019.
The main objective of the SIPOCA 54 is strengthening the capacity of the Public Ministry in the field of informatics searches, in accordance with the provisions of the new codes, by introducing a unitary set of working methodologies, specialized professional training of the staff and the endowment with equipment and software.
Total amount of the project is 14,056,846, 79 lei, broken down as follows: European Social Fund (ESF) – 11.805.482, 93 lei (83.98386284% of the total eligible project budget) and 2.251.363,86 lei (16.0163716% of the total eligible project budget), own contribution from the state budget.
The target group is composed by 55 specialists (unique participants) in the field of cyber searches and the technical-scientific findings, employees of the Public Ministry (The Prosecutor’s Office attached to the High Court of Cassation and Justice, The National Anticorruption Directorate and The Directorate for Investigation of Organized Crime and Terrorism), which will benefit by profesional training in order to development of the institutional quality and performance at the judiciary.
Implementation period (starting date – 27 July 2017) is 36 months.
